In schools with junior high school and high school grades a high school parliament (Oberstufenparlament) could define and implement procedures for the junior high school parliament (Mittelstufenparlament), for example a special hearing or debate where representatives could prove that they had understood the arguments in favor of the opposition's views, which might require nonpartisan observers and moderators.
